Pool Safety for Children — Beyond the Compliant Fence

This is the bit nobody likes to think about, and exactly the reason pool fencing law exists.

Drowning is one of the leading causes of accidental death for children under five in Australia. The numbers have come down substantially since strict pool fencing law was introduced — but they haven't reached zero. And the children who still drown almost always drown in pools that either weren't compliant, or were compliant but had a temporary breach (a gate propped open, a chair next to the fence, a door left unlocked).

Here's the practical stuff that genuinely matters once your pool is in.

The four moments that lead to incidents

Reviewing the literature from drowning prevention researchers, four specific scenarios come up over and over:

1. Gate or door left propped open. The single most common factor. Tradies, deliveries, or kids themselves prop a gate open and forget. By the time anyone notices, it's been open for hours.

2. New climbable object near the fence. A new pot plant, a temporary chair, a delivery box — something that wasn't there at compliance inspection ends up creating an inadvertent step.

3. Child gets into pool zone via a path nobody thought about. Through the neighbour's yard. From a side return that's been left unlocked. Out a back door that doesn't auto-close.

4. The child is unsupervised for what was meant to be a minute. Phone rings, doorbell goes, oven timer beeps. Pool drownings are almost always silent.

What to set up before the kids ever go near the pool

Some practical things, beyond just having a compliant fence:

  • Pool gate that's known-locked, every day. Make a habit. Check it as you'd check the front door.
  • A second adult eye when small children are near. Pool drownings happen in 20-30 seconds. One adult on the phone is not enough.
  • Keep the area around the fence clear. Same as compliance — nothing climbable in the 900mm zone, ever.
  • Teach kids to swim, early. Not a substitute for fencing, but every Brisbane child should be comfortable in water by age 4-5.
  • Teach kids the rule. Pool zone is for swimming with a grown-up. Never alone.

Pool covers — helpful but not enough

Pool covers (manual or automatic) reduce evaporation and keep the pool cleaner. Some are rated for child safety — they'll support the weight of a child without sinking.

But: a child safety pool cover is not a substitute for a compliant fence. It's an additional layer. The fence is the primary barrier.

What we do at handover

The 14-day check-in

Two weeks after handover, our PM rings to check in. One of the things we ask: 'Are you confident with the safety setup?' If anything's been put close to the fence, if the gate is sticking, if any of the routine isn't natural yet — we'd rather know.
